The Department of Public Health (DPH) is recruiting for a Supervising Public Health Nurse (SPHN) who will supervise nursing and other personnel in special County-wide programs.
The incumbent in this position will be responsible for ensuring excellent nursing and evidence-based practice, while optimizing resources for achieving individual and community health outcomes.
The list established from this recruitment will be used to fill current and future vacancies within DPH as they occur.
Family Health ServicesFamily Health Services (FHS) section of DPH specializes in many dynamic public health nursing programs and includes Health Care Program for Children in Foster Care, Rx 4 Kids, Children Screening, Assessment, Referral and Treatment, Black Infant Health, and Maternal Child and Adolescent Health.
FHS works in partnership with public and private agencies to provide nursing case management, care coordination and consultation.
California Children's ServicesThe California Children's Services (CCS) section of DPH is a statewide program that arranges, directs, and pays for medical care, equipment, and rehabilitation, when these services are authorized for children and young adults under 21 years of age, who have CCS-eligible medical conditions and whose families are unable to pay for all or part of their care.
CCS defines eligibility and selects the most qualified professionals to treat the child's CCS eligible condition.

Telework Program:
The County allows for the use of telework to qualifying County employees where business needs permit to efficiently serve the community and maintain employee productivity during public health emergencies.
Candidates, upon successful completion of a probationary period, may potentially have the option to telework based on their assignment.
CONDITIONS OF EMPLOYMENT Travel/Driver License:
Travel throughout the County is required.
Employees will be required to make provision for transportation.
A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.
Background Check:
Applicants selected for these positions must pass a background investigation and verification of employment history and education.
Continued Education:
Additional training/coursework may be required.
Out-of-State Registered Nurses:
SPHN incumbents who possess an RN license issued by a state other than California must obtain and maintain the required CA RN license -and- the required PHN certificate issued by the California Board of Registered Nursing (CA BRN) prior to hire.
Public Health Nurse Certification:
RNs must possess a bachelor's degree (or higher) in Nursing to apply for California Public Health Nurse certification.
Applicants who do not possess a Bachelor's degree (or higher) in Nursing at the time of application submission will be disqualified.

Vaccination Requirement:
Per the December 24, 2021 updated CA State Public Health Officer Order, all workers who provide services or work in facilities described in subdivision (a) of the order, including clinics and doctor offices, must be fully vaccinated for COVID-19.
In addition, CDPH Public Health Officer Orders updated on February 22, 2022 requires all workers in health care settings currently eligible for boosters, who provide services or work in the impacted facilities must be fully vaccinated and boosted for COVID-19 by March 1, 2022.
Workers may be exempt from the vaccination requirements under section (1).

Workers in impacted health care facilities who are not fully vaccinated and boosted are required to submit to COVID-19 testing at least twice per week to meet testing requirements.

EXAMPLE OF DUTIES Applicants must meet all of the following licensure/certification -and- experience requirements:
Licensure/Certification:
Applicants must possess and maintain all of the following items:
Valid Registered Nurse (RN) license issued by the California Board of Registered Nursing (CA BRN),Valid Public Health Nurse (PHN) certificate issued by the CA BRN, -and-Valid Healthcare Provider level Basic Life Support (BLS) certificate (Course Completion Card) issued by the American Heart Association.
-AND-
Experience:
Applicants must possess eighteen (18) months of full-time equivalent experience as a certified PHN, -and- In addition to the certified PHN experience described above, applicants must meet one of the following options:
Option 1:
One (1) year of full-time equivalent nursing experience working in a lead or supervisory capacity as a certified PHN.
(NOTE:
The lead or supervisory certified PHN experience may run concurrently with the eighteen (18) months of certified PHN experience described above.
) -or-Option 2:
One (1) year of full-time equivalent nursing experience working in a home health or home visiting setting as a licensed RN.
(NOTE:
The licensed RN experience in a home health/home visiting setting may not run concurrently with the eighteen (18) months of certified PHN experience as described above.
) MINIMUM QUALIFICATIONS The ideal candidate will possess:
Supervisory and administrative experienceExperience with community health and home visitationExcellent knowledge and competency with the scope and standards of public health nursing practice, including both individual and population-based assessment, diagnosis, outcomes, planning, assurance and evaluationExpertise with quality assurance and process improvementStrong skills in leading and supervising multidisciplinary staffCompetency in serving diverse cultural communitiesExemplary written and oral communication skillsA Master's degree (or higher) in Nursing, Public Administration, or Business AdministrationApplicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish and/or Vietnamese are strongly encouraged to apply.

The check will bounce and the victim is left responsible.
